What is the purpose of our program?
The mission of the U.S. Special Army Cadets Program is a simple and straight forward one:
"To provide a vehicle for the application of leadership, strengthen character, teach responsibility, improve self-discipline, develop an understanding of the role of the military in society, and build informed and productive citizens.”
We are here to help your children develop through the military arts and sciences. To accomplish this, our instructors instill strict military discipline, and hold the cadets accountable for everything that takes place in and out of the military cadet’s environment. This program is for youth that are generally well behaved; it is not a program for juvenile delinquents; however, our drill instructors can provide an attitude adjustment.
Is U.S. Special Army Cadets Program a part of the United States Government?
No. U.S. Special Army Cadets Program is an independent, nonprofit youth group, organized for youth education and development under the laws of the Commonwealth of Puerto Rico, closely patterned after the United States Army, but not funded by the United States government.
Who runs U.S. Special Army Cadets Program?
U.S. Special Army Cadets Program is a non-profit corporation organized for youth education in the Commonwealth of Puerto Rico. As in any other corporate organization, the program is administered by the Board of Directors/Post Commitee, which heads the corporation.
Where is the nearest unit?
U.S. Special Army Cadets Program currently drills weekends (Saturdays) to which you must provide transportation are usually conducted within the San Juan/Metro, Loiza, and Rio Grande areas.
What if there is not a unit near me?
If you do not live within driving distance of our unit (around 50 miles), your teen may still attend our summer programs as a member of the RESERVE TRAINING UNIT (RTU). See “Is there summer training” or contact us for more information.
How can parents get involved?
This unit is run by volunteers, which means that none of the adult staff currently get paid for any of the time they put in. For this unit to be successful, we must have the dedicated support of all parents. If you have a military background, or even if you don’t have a military background but have a desire to provide leadership in the program, please let us know.
While we encourage parents to apply for an appointment as instructor or uniformed officer, there are many opportunities available to help the unit. Everyone has strengths that can be used to advance the unit, be it phone committees, fund raising, planning trips, special skills they can teach the cadets, transportation, etc. Please let us know in what area(s) you would like to help.
This does not mean that you will be working with the cadets on military issues. These are the “behind the scenes” things that must be done. We must have at least two adults available at each drill to help supervise mess detail (meals), provide extra adult supervision, and other duties that are necessary to the smooth operation of the drill. Help from the parents reduces the undue stress of a small amount of individuals providing all the work in the unit.
What do you need from the parents?
Aside from volunteering or even joining the unit, we need parents to take an interest in the program and to ensure that the training we conduct at drills is not forgotten when the child goes home. It is unreasonable to expect us to teach your child respect and discipline if you do not require it at home. Children that go home to an environment where they can yell at their parents, refuse to listen, and do anything they please without repercussion rarely gain anything from a program like this.
What if my teen chooses to leave the program or is disenrolled for any reason?
Explorers who have not yet completed Basic Explorer Training (BET – their first six months in the program) may choose to leave the program at any time, for any reason, but must provide a letter stating their reasons for leaving and must personally deliver it to an officer during a weekend drill.
After graduating BET, explorers must have an extremely pressing reason for leaving the program; this does not include new sports or club obligations that have arisen since they enrolled in USAE. Should any explorer decide they wish to leave the program, we strongly encourage them to speak to an USAE staff member before submitting a request for disenrollment.
For what reasons could my teen be disenrolled against his/her will?
An explorer may be disenrolled from the program at any time for disciplinary reasons by the Commanding Officer of the unit. Additionally, if the explorer does not maintain the required attendance record, or if he/she fails to maintain eligibility requirements as outlined in CM-01, he/she may be disenrolled. If the explorer decides that they would like to come back to the unit after leaving or being disenrolled for poor attendance, they are required to pay a reactivation fee and may need to start over again the whole training program.
If my teen leaves the program or is disenrolled for any reason, can I get my money back?
No refund of any fees or cost is given under any circumstances. Additionally, all application materials and other information provided to the unit remains property of U.S. Special Army Cadets Program, and will not be returned, as per the Privacy Act Statement of 1974.
Finally, all issued items must be returned to the unit in the same condition they were issued; explorers may choose to sell their own purchased uniforms and gear after they leave the program to other explorers or to the unit.
